I didn't either. I wonder if it's for all cases or just appeal cases.
I know that CPC-O (Ottawa) now tries to speed up the processing of successful appeal cases by kicking off the security and background checks for successful appeals. CPC-O also does the full processing for low-risk successful-appeal applications at CPC-O instead of sending the application back to the originating visa office. I wonder if they also kick off medical requests so it's all ready for the visa officer or just have them processed in Ottawa.
Has anyone done medical exams recently in Mexico that got that info from their Panel Physician? Not that it really matters since it's internal and you can even have the medical exams performed anywhere but it would satisfy curiosity
