You can do it, but IRCC will likely not change your application to paper.
I know of a few cases on here who did it and they didn't hear back from IRCC.

I am thinking to withdraw my application as well and submit paper applications as its abnormal within 3 month all steps done
You can try, maybe you might get a different outcome from the others.
But it doesn't seem to be going anywhere for the other applicants who tried this.

Are you trying to track your application using this https://cst-ssc.apps.cic.gc.ca/en/login or https://services3.cic.gc.ca/ecas/security.do ?
I haven’t been able to create a tracking account for almost 3 months now. This is getting ridiculous.
Try calling IRCC. They can only help here if you unable to create an account using ur UCI and application no.
My wife received applied for Citizenship and AOR was received in May 2022. So far there is no update - the online status shows "in process".
We are waiting to see if we get Citizenship Test invite and nothing received so far. Can anyone explain how you followed up when you did not receive any update/communications from IRCC? Do we need to call the customer service numbers to get the udpate. Actually we are having hard time to reach the customer service M-F during regular work hours.....Any advise or suggestions on how to proceed would be helpful and appreciated. Thank you.
