I agree with you May2016 that the government statement in no way says applications received prior to June 13 will be fast tracked.
As you indicate, that simply is not the case.
The government has made a statement indicating how it is addressing the issues of the backlog and the long wait times,
and assuring everyone that it's policy is to reunite families.
The government has budgeted an extra 23 million this year which is being utilized to put extra capacity in the system
and applications which are very straight forward and can be processed more quickly will be completed as efficiently as possible.
None of this means that anybody is getting pushed through without complete checks. VO's which traditionally have long waits
and where there are large backlogs will likely see incremental improvements, imo (in my opinion).
I would expect they will attempt to bring the case load current and see that as an achievement rather than try to
push applications through when there are complicated situations and time consuming background investigations to be completed.
