this is very strange, and disappointing.
I would suggest you make all the necessary steps to obtain the PCC within the 30 days window given to you.
Also I would email them and ask whether they had received the PCC you sent 3 month ago.
If it was valid at the moment they received it (it should be less then 3 month old when they get it), then it should still be valid, since certificates are valid for one year.
Can't say anything about the military records.

Did the email actually said they will refuse your application if you don't provide the PCC within 30 days?
They usually just ask for it, and say something like:
in order to continue processing your application please supply the ....
This information MUST be received by the office within 30 days...
or something similar.
if you are afraid that you won't do it in time, you can write them an email about it, but they usually reply that you should first try to do it within 30 days, and write them only if you failed, also make sure you would have documents to prove that you tried, and it just took longer.
anyway, good luck! at this point, any news from CIC is good I think, means things are moving. I have a feeling my case is just sitting somewhere and nothing is happening.
