This happens. It's somewhat normal. When I applied back in September, I watched some people getting AOR and SA much more quickly than I did (most seemed to be UK applicants getting sent to Ottawa.) At the end of the day, it didn't make much of a difference, relatively speaking, once it got to the VO. I ended up with DM and PPR before some of them. The most important date for processing is really going to end up being when it ends up at the VO for processing. It could be with some of the people receiving AOR1 really quickly that they're testing something. That was our theory when it was happening during our application window.
By the same token, while it took more than a week for Ottawa to process my PPR packet and return my COPR to me, there are now people who are getting the same thing returned to them within 3-4 days. There's always going to be things like that going on. Don't get too hung up on it. IRCC could be testing things, there could be different officers working on different queues. There's really no way to know. I know saying "don't worry" doesn't help much, but try not to unless your own application gets very out of whack with other people from your own VO.
