I don't think it's about "extra processing" If you review OP25A, it clearly states the VO is supposed to put the application to "in process" before sending it to Ottawa - so it really isn't anything to be alarmed about nor does it mean those applicants are getting any kind of different treatment. The most recent one I saw on these forums for some unknown reason the applicant had applied when their IELTS scores didn't meet the CEC criteria, it doesn't matter whether that kind of thing is checked immediately in Sydney or later in Ottawa it's always going to result in a rejection.
Something other than "completeness checks" does seem to be happening at CIC however no one knows if it's for all applicants or just for those in process.
