Basically he can drive right away, but has to get a letter from the Philippine place that issues drivers licences (what's it called? LTO?)
To be eligible for a full-privilege B.C. driver's licence, you must have held a driver's licence (not a learner's) for at least two years.
Accepted documents
We accept any one of the following documents as proof of your driving experience:
driver's licence
international driving permit plus its corresponding driver's licence (We don't accept permits that have expired more than five years.)
your driving record, or
a letter of experience.

This scares me a little bit because he basically bought his licence. And it seems like he can just get one here? Nobody wants their wife telling them how to drive

He has to learn the rules of the road.. I was really hoping he would have to study and take an exam. I know that sounds a bit mean.. but I didn't want to be the one telling him our traffic signs and laws. Maybe I will send him out on the road with my father to teach him
