That's great news, since that means they're ready to send you a PPR (if they'd had the RPRF in hand, you'd likely have received the PPR.)

I had a feeling I was getting hung up on the wording.. duhh, CIC just wants their money!

So then this also means that an interview has been waived?! I thought for sure an interview would have been requested, I thought of so many other pieces of evidence I should have included after I submitted the application. But I was probably just being critical of my own work.

Well, they "reserve the right to change their mind" but when they're asking for RPRF they won't need an interview. They're convinced.
 
I'm offically going to e-mail LA and ask what the hell is going on with our file. While it's great to hear others getting PPR, it's also depressing.

Congrats to all who got PPR! :)

can you suggest on how should i email to Ottawa if i want to ask them about the update on my file?
should I just email them once or should i keep emailing them (which would sound like disturbing them) until they reply me
 
Just got the letter in the mail saying our application is complete and to sent in passport and 2 photos.It was dated oct 17.

I'd strongly suggest you not harass them. Send them the inquiry. If you don't hear anything in a week, send another. But don't do it every day or you're likely to annoy them.

Agreed. I just e-mailed them today. Will not try again prob for a month.

e cas still says in process.The letter states we are pleased to inform you that the processing of your application for permanent residence in canada has been completed.You are required to submit your passport and photographs by mail within the next 40 days as the validity of your visa has already established and is limited to a fix date and cannot be extended under any circumstances.
