What I know is that you cannot apply for Child tax benefits unless you are actually a resident and paying tax to your province.
For the health insurance card in Ontario, it is my question as well, since there is a 3-month waiting time, is it possible to apply immediately after landing (with a copy of bank statement as proof of address) and get the card after 3 months mailed to an address of a friend or relative? So when you move permanently, you will have the card ready for use if needed.
If a person is doing a short landing and staying in a hotel or with friends, there won't be any lease agreement on his/her to prove the address. So the question here is:
-Does health insurance office accept bank statement as a proof of address to apply for health insurance card?
-Is it possible to get a printed bank statement directly from the bank after 3-4 days of opening an account? (even if it requires paying a fee). Because by the time your first month statement is sent by mail, you will be out of Canada (as short lander).
