This was true until MI1.
Beginning with MI2 (June 2010), everything had to be sent to CIO along with the application (that is all documents, IELTS, etc.).
And for MI2 and MI3, CIO even made a final eligibility decision, so the local VO did not even have to bother with this anymore.

I thought the eligibility could be changed by the VO? They recount points etc don't they?

Yes, the assessment regarding the pass mark (i.e. 67 points) is done by the local VO.
The first step, however, is the eligibility check, which includes MI (list of occupations) and minimal requirements (one year of skilled work in any NOC 0, A or B). The latter is kind of included in the MI-check and should therefore be automatic, because if the MI is met, the applicant must have worked for one year in a qualifying occupation (that is NOC 0, A or B).

Tashford - I have been looking at the tracker again in more detail and i dont know why the worry - most application is only ~6 months in, give or take?? just because it says 24 months it doesnt necessary mean it will take that long. An example i note from the tracker is one individual from hong kong got his / her visa sorted about ~6months since the application was submitted, now according to the CIC website they say it should take 16 months to process! those timeline are for guidance only and not set in stone!

so i wouldnt worry about it, sit tight and chillax a bit... I dont think spamming the minister would do any good for anyone! Give the guys a break, im sure they are working their a$$es off - going by the amount of people that is with LVO, they sure have a lot of applications to go through.

I do understand and see your point. Its not really spam though, its just bringing to the attention of the minster information which could help our case. Maybe your right and maybe in Jan we will all get our MR and be ready for canada. But what happens if we don't do anything and it does take the stated 25 months.I would just have regretted not doing something that could have changed the time line for all of us.

It honestly can't to any harm, a quick email if he listens he listens if not we've lost nothing.

Just my opinion.
