Some recent development on my case.
After 1 year, I decided to send a UK PCC to LVO. I sent them a scanned copy and the following morning to my amazement, they sent me an email with my file number asking me to send the originals. First time I will be seeing the file number by the way.
So I sent the policr reports on Friday and on Tuesday, they contacted me for the first time since Feb 2015 asking for my PCC from Nigeria, updated Schedule A forms and travel history plus a copy of my new passport.
Bottom line is I think the PCC triggered the activity on my case or is it just coincidence?

This is what I am advising to everyone that sometimes Program Assistants completely forget your file. Actually everyone should understand that Program Assistants are depending on the "Reminder Generated by Computer Software GCMS" and this reminder is maybe like a pop up on screen on "Due Date" assigned for your case. So, if the "Program Assistant" ignore this reminder generated by Software and also did not put any new Due Date, then your file will be like "Buried in the Graveyard of archived files of your Visa Office" and "will remain there until and unless you take some action like CSE or GCMS notes ordering".
In your case I am strongly of the opinion this is what has happened, but when you sent him email, so your Program Assistant immediately opened GCMS notes of your file, and discovered "OH MY GOD" I forgot to take action on Due Date (it might be e.g. 15-Sep 2015). So, of course he will not tell you this mistake committed by him. He simply took the action and sent you email and started to work on your file.
You are not alone. Several other applicants who sent email or raised CSE or asked GCMS notes, got immediate news of further steps in their application, as if Visa Office was waiting for their email !!! Of course Program Assistant forgot his application and did negligence and did not take further action on Due Date.
Otherwise those applicants who simply kept waiting without taking any action on their part, later on some of them heard the bad news that their "Their Application got rejected because Visa Office asked them by email certain document on certain date within 30 days and it was not received therefore application is rejected". And those poor applicants never received that "SO CALLED" email claimed by Visa Office. After that they went to court and fight a long case to get the decision reversed.
So, to avoid this panic situation it is always better to follow up your case on regular basis via CSE every 30-40 days and via GCMS notes every 3-4 months.
