Landing without sponsor

Can you let me know how this was resolved?

We applied outside Canada and when he was up there on vacation he was approved so I sent him his paper work and told him to cross the border. He instead made an appointment with an immigration office in London Ontario where he had an interview and they denied him. Said there was no reason to give him PR if I was still in living abroad. I’m only here working until his pr was approved. She said I had to be there for the interview which is not true even according to the email sent for the appointment. She said she was going to send her notes to Kingston. Not sure if she meant Jamaica where his pr was approved or kingston Ontario for review. She said he would get an email. When, who knows... anyway can you let me know what happened in your case?

Just in case anyone new is wondering about this I can confirm that my outland husband was denied landing because I was not in Canada. We had looked on here and believed that I didn't have to be there so he went on his own to activate PR before deadline while I stayed behind for kids to finish the school year. They let him in as a visitor, but no PR. He even contacted an MP, but was told I would have to be physically be present in Canada for him to activate his PR. This was in Toronto in March 2016.
