In one section of guidelines it reads there are 3 specific documents for those from South Korea:

Family Relations Certificate
Marriage Relations Certificate
Family Census register


I am just inquiring if these documents are required for both inland and outland applicants or just outland?

Also, if married in Canada, do we need both marriage relations certificate from Korea and our Canadian marriage certificate?

think if you are married in Canada, you would need Canadian marriage certificate.

If you are Korean citizen and marry foreigner, you can notify consulate or embassy regarding your marriage, then submit to Korean government. (assuming it's not same-sex)
Then, they can issue you korean marriage certificate.

If you are ever going to come back to Korea in future, I'd suggest you report to consulate since Korean government has no way of knowing whether you're married or single.
For cic purpose, you do not need Korean marriage certificate if you have Korean marriage certificate. It wouldn't hurt to add it though.
