From recent inputs in this forum, we see that the Principal Applicant gets the BIL immediately and other applicants in the group receive it much later

1) Yes. At the time, it wasn't normal to receive BIL after a few weeks of submitting the application. Now, I wouldn't suggest anyone to raise a webform as it's normal to receive BIL that way.

2) "Why?" I have no idea honestly, but the best guess is that IRCC is doing this to reduce some work load/wait period either for them or for the VACs.

Yeah it just hit me yesterday that it might be the reason cause in no other forum have I seen anyone from India for the month of June receiving PPR
