Thats why im confused...its my first time to apply so no previous history...my cc is not charged yet i have a file opened with a file no. too...i checked it twice through phone...but could not check it online i dont know why...i sent a mail few days ago and waiting for the reply...

im taking my masters and been busy doing some last minute checking of forms filled up and documents, how's ur application going?

My ccard has been charged. So I am just waiting for a PER. I think after the PER things will pretty much sail smoothly. That's why I am anxious to get a a PER soon. I am keeping my fingers crossed.

R u sure its a positive sign ? is it possible that they gave me a file no. and start working on my file since 2 months without debiting my cc? im really confused about the procedures they follow...

Yes it is a good sign, all forum members who got their applications returned due to Cap reached did not have a file number, hence a file number is a good sign as you made the cap and the file is not on its way back to you.
As soon as they open an application, the first thing they do is check if all records are there (completeness check) then, if all documents are there, they move it forward for futher assessment and if not they return it.
