A PER email contains the date your fee was encashed, your file number starting with letter E, your client ID. It says that your application has received a 'positive determination of elgibility' and will now be forwarded to the respective visa office.
You ecas should show a second line which says ' your application was reviewed and we sent you a letter on date xx-xx-xxx'
In most cases, even after you receive a PER letter, you may not see this line. Visa officers are not very particular about adding this line to your e-cas.
So, you are a fellow buffalo applicant. I am sorry to say but buffalo is one of the slowest visa offices.
