CBSA is supposed to let a person in if they believe they will comply with the terms of their stay, regardless of how much time they're spending in Canada. Usually what that means is no unauthorized work or study and leaving when your time is up. The only problem with people who are basically living here permanently is that they may have trouble convincing an officer they don't intend to work illegally and do intend to leave when required.
