Ah. Since my husband is from Spain, we did it through the consulate in Toronto. Perhaps that makes a difference.

Oh I bet it might make a difference. Our certificate of a clear record came back with all those sticker/stamps, and embossed stamp.

Same here, I had to send some papework to the consulate and then they sent the request to the local 'delegacion territorial' (in this case it was in Barcelona). A relative picked up the PCC for me, but I seem to recall that if you're rquesting this document by post you do have to go through Madrid.

it's moving but at the speed of a handicapped turtle. Processing will NOT improve if they continue like this.

O yes. But still they're moving. I hope they tripled their time in sending aips for 2013 applicants so they can start workion 2014 applications. Cant wait to work..

AoR is NOT proof that the application was deemed complete, just that an application was received. An officer will need to review it before it is deemed complete.

Oh. Well, in our AoR it was deemed complete. By complete, I mean everything was there. Or so it said in the letter.

That was quite true before, but in the summer more than one people got back the entire application AFTER receiving AOR.

I think that those that gotten the applications back after AOR was due to outdated forms. The quick review to issue AOR was to determine whether all the application forms are there and signed, whether the forms are updated or not. It is at the AIP stage do the agents examine the application closer and notice the forms are outdated.

Since of the long processing times and it being around 13 Months EVEN before your application is looked at what happens if a new form is released? Surely by the time someone starts to process your application it will already be outdated..
