You have to remember that with your work visa, it is still temporary. Not a permanent work visa. You seems to forget that tidbit part. The border agent has allowed the foreign national to come in on their TEMPORARY work visa on the premise that you are staying in Canada to do your job that you are brought in for until the end of your visa. The moment you leave Canada, you pretty much forfeit your right to stay in Canada and have to convince the border to let you back in.
It is no difference from me having a temporary TN US work visa. Anytime I leave US to visit Canada, I am always at risk to being denied re-entry and once that happens, there is nothing I can do about it.
