I am happy for all those that are receiving a owp under the new pilot program. My only question right now is that why are they not giving them out on a first come first serve basis? We applied in Dec 2013, and yet people who applied in the summer 2014 are getting their owp!! It's so frustrating!! Any other Dec2013 people waiting for their owp?

I haven't really been tracking OWPs from the new pilot program, but I do have a theory (based on simple logic):
Maybe, CIC is not issuing these OWPs to those that have an Inland application that is getting `close' to AIP.

To issue an OWP, when those applicants will be getting their AIP soon (like within the next couple of months), might seem counter intuitive to CIC. Sending the pilot OWP to those that are still ~ 1 year away from AIP might make better sense...to them.

*shrug*

An other Sep 6th applicant from the FB group got full AIP today.

It's not like that, take a look at the second sheet:
https://docs.google.com/spreadsheets/d/1ZnRF29FWdqOGQV8dW4bImBuIwjCfoy2R8ZycyX4jH0c/edit#gid=2009247094
somehow they "jumped" February and the first part of March, otherwise most applicants till September, 2014 already got their OWP, there are just a couple exceptions in every month.

I have no idea what they're doing now!

Eric Laine, who is in touch with Chris Day got an email, in that Chris Day explained that they rather devote the resources to give the OWPs than sorting them in chronological order. That sounds like BS, I mean they should have some kind of database of these application with a date assigned to each and every one of them... I already gave up to understand CIC's "logic"

No chronological order is complete BS!! Everyone is tired of waiting, no cutting the line!

If you can log-in to ecas does it mean that your documents and forms that were sent are all complete? I heard a lot of people getting an AOR but they still return their documents. :o Just wondering

No. It is not a guarantee.

This is seriously the most frustrating thing ever and it should be in order.

This is discouraging. Why exactly is CIC allowed to operate like like decrepit system of the 1920's?

Why do "automated responses" take between 2 and 10 months to send out?
Why can't files be stored in chronological order?
Why aren't files stored in something more precise than a "heap"?

The picture I develop in my head when I hear "rather devote the resources to give the OWPs than sorting them in chronological order" sounds like the files are stored in an obstacle course or scavenger hunt, and it *actually* takes rigorous effort to locate them. Like individual files are affixed to irritable birds that CIC agents literally need to subdue in order to recover.

I don't understand, there have to be some best practices in place.

Is it because we're dealing with a government union? Is that why they can't hire people, is that why they work so slowly, is that why processes haven't progressed along with the rest of humanity?

+1 for you for asking for more accountability and order. Democracy progresses through such thoughts and questioning.

This is technically true, but aside from "the stuff of legends", is there any evidence that anyone ever was actually denied re-entry with an inland PR application in process, even before AIP/OWP (just with AOR)?

I can't find anything anywhere that indicates this, which makes me think while it's "technically true" you could get denied, it never happens.

There are quite a few posts on here now from people who are leaving/coming back with no issue in this situation.

In my time in Canada, I've had four study permits and I'm now on my third work permit (PGWP, IEC and Pilot). Every single one has said "does not permit re-entry". I've crossed to the US and flown home to the UK 20 or 30 times in total. If I was not from a visa exempt country, maybe I would be less confident, but I'm from the UK so I'm really not worried. Ponga is conservative on these things as is his right, my experience has been different.
