Ontario requires a person to be a landed immigrant, or if applying inland, they to need prove the application is received before going through a lot of red tape to be approved for healthcare. Visitors in ontario are not eligible for OHIP, as it is assumed you are not a resident of canada. also, most employers won't even add foreign spouses to supplemental insurances without total approval or AIP.
Showing AIP to employers to get on spouse on work benefits is not enough. Most or if not all insurance companies through the work place required that the spouse is on provincial health coverage before being granted. In other words, you have to show employer or to insurance companies proof that your spouse is on provincial health coverage.
