Line.a, I am truly sorry for the pain you must be feeling right now. I know you do not know us outside of this forum, but we are all here for you during your difficult time. My husband is going through the same situation right now, his grandmother is ill in Turkey and there is no way for him to see her. It is terrible for me to see him go through this and not be able to help.
We have not asked if there is a way to go and see her without risking the application, however I'm sure there is some way for you to visit a family member in an emergency situation like this. I would definitely contact CIC and take a serious look into this. I don't think they're entirely heartless in situations like these.
And look on the bright side, today a member in the 2012 thread (she sent her application in December and CIC started processing it in February of 2013) received AIP/DM/OWP. We are getting close! I know it's a hard thing to go through but we might have our decisions passed down soon and you might be able to go see your grandpa with PR under your belt!
In the meantime, contacting CIC might be your best bet.
