While it is unfortunate that you would be required an AIP letter to get your health coverage, it is done to reduce abuse and fraud. Keep in mind that there was a time you couldn't apply for any health coverage until you get your COPR. Plus there was a time that you couldn't get your PR card until 2 years has passed thus making travel for non visa exempt country applicant impossible to travel.
Fortunately the rules have been relaxed a bit to allow applicants to get health coverage and get their PR card shortly after landing.
