Ineligible: What government financial help?

Got a few but simple questions really, just wanted to be sure:

1) I got a Canadian passport, and citizenship card (I think it is).. this makes me a Canadian citizen, not PR, right? lol

2) I'm currently living outside Canada, is it possible to sponsor my spouse from outside Canada, and if she gets approval for PR, can we land to Canada together or should I go there first? Not really familiar with the "sponsor is from outside Canada" scenario, just curious though, and considering doing this as an alternative to me landing there first.

3) Lastly, it was said at the CIC website that I'm not eligible to sponsor my spouse if I have "government financial help for reasons other than being disabled". What are the types of government financial help are they referring to? Does student loan count? (I'm planning to study when I land there, hoping to avail the student loan, but I'm scared if I do so the sponsorship will no longer be possible.

2. Doesn't matter since both, applicant and sponsor, land until the deadline.

3. Financial help is welfare. My wife was under studant loan as well and I've already landed.
If the question number 1 is that you are a citizen, then you must ahow proof of intent to return to Canada as soon as the process is done.

A student loan doesn't count as financial assistance, it's just a loan.

If you choose to live outside Canada until your spouse is approved, make sure to show proof that you intend to return to Canada when she gets her PR. This could be something like a future job offer, rental agreement/living arrangement proof, letters from family, etc.

Off topic:
Do email conversations with apartment landlords, banks, schools, etc. count as proof of return to Canada? I have a lot of these recently since I'm planning which apartment to rent, bank to have an account with, etc. but no job offer yet.

it definitely shouldn't be the only proof you provide, but it will help. You will need something like a rental agreement -preferably signed and with dates.

Yes they work. You may also want to try a combination of these, and let's say letters of family members (preferably notarized) that describe your plans and intentions of your return to Canada.

Off topic: uhm which family members? I have family members in Canada actually (in Montreal) but my wife and I plan to go to a difference province.

or are you referring to our (my wife and I only, we don't have kids yet) plans / intentions that must be notarized?

Yes, you can sponsor her from outside of Canada if you are a Citizen. Canadian PR's can not sponsor spouses while living outside of Canada.

Student loan is not government assistance it's more of a personal loan. They mean like welfare.
