If you are doing an outland application, the whole lot must be sent as a single application package to CPC-M. I'm not as familiar with inland applications, so I'll defer on that. For safety, you might be better off applying outland as then if you do have to leave, the application will survive. Inland would be terminated.

I thought children sponsorship could only be done via an outland office?

Anyways if OP can send the complete application package in the next month or so before they turn 22, then their age will be locked in. Once they turn 22, there is no possible way to get PR via family class.
They would need to get on this like right now, since it usually takes a long, long time to put an application together. I doubt they could get police clearances in time, so i wonder if they could submit an incomplete app to lock the age in, then send in the other info as its received?

Yeah, has to be outland.

It will be tough to send in a complete application in such short notice. It took me and my wife months to put together a complete application. I think CIC gives a little leeway on the police clearances (sending it in later) but I'm pretty sure they will return applications without medicals.

Medicals can be done within a days notice in many cities.

It can be done, but would involve the OP and her mom to act very quickly and urgently. Theoretically I think children sponsorship apps should be easier than spousal ones since there is no "relationship proof" required, but really i'm not sure as i've never done one.

Yes - you definitely have to send both. Make sure you read through the application very carefully and don't overlook anything. You have one chance to get this right. If there are any omissions in the file that result in the application being returned, then you're going to be out of luck and won't have time to reapply.

Thanks everyone....I'm feeling more positive now. I'm glad I found this site....have made more progress in the last 48 hours that I have all last week and even paying an immigration lawyer $200 for him to tell me nothing. Although in all fairness he did not ask me my age or status of other members of my family......but he should have!

Online there are two forms one for a "husband, common-law, or dependant living with you in Canada " and another for a "husband, commonlaw, or dependant living outside of Canada". We are going to do the first form.......is this an inland application? One part has to go to Mississauga, that's the sponsor's application and the other part has to go to Vegreville, that's applicants portion. Somewhat confusing, but not impossible to go through once you take your time and dot all the i's and cross all the t's.

Dependent children cannot be sponsored inland, only outland. You need the outland forms, and send them all to Mississauga.

This what it says..

You can apply to sponsor your spouse, common-law or conjugal partner, or dependent children to immigrate to Canada. It does not matter if they live in or outside Canada. If they live in Canada, they do not need to have legal status to be sponsored.

Then the Apply sections says:

There are two steps to the application process for your spouse, partner or children to become permanent residents.

As a citizen or permanent resident of Canada, you must apply to sponsor your family member.
Your sponsorship application is processed by a Case Processing Centre (CPC) in Canada.
You will be notified in writing by the CPC about the decision on your sponsorship application.

Your spouse, common-law or conjugal partner, or dependent children must apply for permanent residence.

The applications for both sponsorship and permanent residence should be filled out and sent at the same time.


And the part that on which form to use says...

The application for permanent residence packages are different depending on whether your relatives live inside or outside Canada. Be sure to choose the correct application package.

If your spouse, partner or accompanying dependent child lives with you in Canada, use the Application for Permanent Residence in Canada—Spouse or Common-law Partner.

If your spouse, partner or dependent child lives outside Canada, use the Application to Sponsor a Member of the Family Class (FC).

If you are approved as a sponsor, the CPC will forward your family member’s application for permanent residence to the appropriate Canadian visa office to continue its processing.


How do you read this? That an application can be made inland? Or outland only?
