Can I apply for extention last week of November

What is the actual rule

The processing time is now 112 days and it may increase!
Now, calculate the minimum of days you need to wait....

In the worst case scenario, CIC recommends to apply at least one month before expiry (if you are looking for pain).
Otherwise, apply for it as soon you are eligible (withing 4 months of expiry).

I WAS in a similar situation - they received my PR application in June 2014, and my WP (post-graduate 3 year work permit) was due for expiry on Oct 31, 2015.

I just got my PR letter - meaning I can renew my SIN at my will - so I no longer have any issue.

But I feel that you should prepare for the WP extension in any case.
Best Case scenario - you prepare the WP extension, put some work into it, and find out that you don't need it (got PR)
Worst Case - you didn't prepare it, and your status is in jeopardy due to timing issues.

Always, always play safe when priorities of your life are on the line. I strongly encourage you to consult with your employer (if applicable) and look into preparing it in advance. Explain your case thoroughly with details to them. It will be good in any case!

Being in implied status is not fun. It's scary, some companies don't accept it at all. Insurance, etc.

Average time of PR is now 15 months (13 months from AOR).
So if you are among "average", your work permit will expire by then.

Do the right thing now.

Your thinking is incorrect
You will not receive PR before November 30, I am certain. If you do, you may dig up my reply on this thread as a proof and I will mail you a $100 congratulations cheque.
4 months before WP expiry should be eligible to extend WP. If I were you I will do so immediately.

I am a September 2014 applicant and it took 133 days (4 months) to receive AOR ...
Besides, I suspect 13 months after AOR will increase to 15-18 months, given that processing on CEC seem to stopped now
Not seemingly slowed down, but *seemingly stopped*
My optimistic estimation is for september-October 2014 applicants, PR will be July to September 2016, my pessimistic estimation is no PR in 2016 at all.

If you are not expecting your PR to arrive (i.e. good indication on your application, they received medical, no requests for additional info) anytime soon - within next month or so,

preparing your WP extension in advance would not hurt. In fact, you don't NEED TO wait until the expiry. You get absolutely 0 penalty for renewing your work permit IN ADVANCE.

Like I said before - to avoid worst case scenario, prepare these items with buffer time in mind. This is only advice - if you are sure of what you want to do, then go ahead with it.

Are you referring to the old 30 days recommendation of CIC in FAQ (when the processing time was around 35 days not 112 days) ?

The PR processing is case by case, some get it within 13 - 15 months. Some get them after 2 years or more.

Anyway, i am still waiting for my PR. However, instead of worrying about the PR processing time, you should look at your current situation. If your work permit is going to expire, renew it so you can stay in Canada, if staying in Canada is your aim.

Try to apply your PR online. Read the their requirements and provide them true and correct information, you should be alright.
