My lawyer recommended me to stay on my brown paper for my medical
I don't know about your case, but it's not preferable or not allowed to get it before PR confirmation or CSQ

If you’re not in the province of Quebec it’s going to be hard.Even when you obtain OHIP in Ontario and you need medical care,you’d pay but will get reimbursed.Quebec is a very complicated province
