AOR means that your application is complete, or it means that they start the process. Also, how the lawyer will receive the AOR (paper or by email)Short answer: many. You will see that agent numbers/initials are different on each correspondence you receive, and your file will move through many offices before you get PR.
Stage 1:
agent #1: does preliminary assessment on minimum eligibility and sends you AOR
agent #2: from your primary office, does thorough assessment of your HC factors and drafts AIP or refusal letter
agent #3: supervisor of Agent #2 who signs off on #2's decision
Additional support agents (in your secondary office) get assigned sub-components of your file like background checks but you will likely not get any letters from them: they will correspond directly with #2.
Stage 2:
Agent #4: gathers Stage 2 docs, confirms minimum requirements are met and sends file for final review
Agent #5: senior officer does final review and approves your PR
Agent #6: signs off on your COPR (in your local office)
Agent #7: connects you to PR portal where you will finalize your PR status and order PR card.
The most critical agent here is number 2: he/she is the one who will decide your fate. I hope you get a compassionate one. Good luck!

officer always think negative about us. Same answer i had received. July 2020. Ayanna told me apply again but I didn’t “i should” because if you go for challenge 99% you will get grants from federal but again after that you need to submit your updates. It is better apply again and you will hear faster then judicial review federal court.If you want to buy more time, any refused person doesn’t want to deported then yes he/she should gofor federal.Officer states that I can move back to my country with my kids and they can return to Canada when they 18years old as they are born Canadian. Next stated that I did not send in enough proof of there school report and my taxes. Which I did but officer didn’t look on them. Then my lawyer didn’t update in time. So point officer was just been mean didn’t consider my children well been

Person like i should not go for federal court appeal.
my case grants 10 December 2021, I didn’t know what to do next,my lawyer said she can not help me anymore, she quit from law. She need rest. I was calling here and there, no luck then from this form i educate my self more then i do from these lawyers. One small question “what i should do next will codt me 400$ +tax” really. How stupid law firm are.
Anyway...i did my update by my self on 24th December 2021. Today 05th January 2022 i have receive an email from my lawyer’s office, she send me a letter from immigration officer, where she/he asked me updates, and final date is written 20 January 2022. This letter was printed on 13 December 2021. I didn’t received it before. i update my files by my self with more documents. And i didn’t submit any submission. I don’t know what to do what to write in my submission.

So you can call IRCC Client support centre to ask update you file specially to those who are waiting eCoPR and those who are in final review.
she call client support this morning because her ecas shows “IN PROCESS” but the agent says they not yet started reviewing eligibility. So we are waiting the GCMS Notes in order to find out. Her application was 2021.
my friend called today, she also got reply from ATIP-GCMS Notes, her request was due second week of December as they said but till now the record was not yet issued.
