Just to clarify here..
My highest edu qual is M.Sc. Chemistry from India.
I did degree equivalency tool on wes website from here: https://www.wes.org/ca/preliminary/poe.asp
and results what I got is as below:
For B.Sc.:
Equivalency in Canada: Bachelor's degree (3 years)
For M.Sc.
Equivalency in Canada: Bachelor's degree (4 years)
so, will not my education be considered as
Two or more certificates, diplomas, or degrees.
as per http://www.cic.gc.ca/english/immigrate/skilled/eca-conversion.asp
ECA assessment results:
A three-year or more certificate, diploma, or degree
PLUS any of the results in the sections below (not including secondary/high school), or:
Post-Bachelor's Certificate
Post-Bachelor's Diploma
Graduate Certificate
Postgraduate certificate
Postgraduate Diploma
two-year Postgraduate Diploma, specializing in [name of discipline]
one-year Postgraduate Certificate in [name of discipline]
Study Toward a Master's Degree

I am also in the same boat.
You will not get any point for One year of graduate study.
WES considers Msc., M.A., Mcom. from India as "One year of graduate study".
You will get points for Bachelors and not for Masters.
If you claim points under "Study Toward a Master's Degree" then it is wrong because wording should be same as in WES report and also this is considered as a part of Bachelors or Graduate study not Post Graduate study.
This might be considered as Misrepresentation.
I suggest you to please call WES and also update the conversation here to clear most doubts.
Thanks.
