They're not equally qualified though, hence why people have different scores. Being accepted into the pool means you at least meet the basic criteria of any stream. The system then works to choose those most eligible ie highest scoring. It's not a perfect system but it does what Canada wants it to.

Not true. FSW is not Foreign Skilled Worker, its Federal Skilled Worker. The year skilled work must be continuous and can be gained in the previous 10 years either in Canada or abroad. Thus why people with Canadian experience qualify for both CEC and FSW.

Not really relevant to if the op can get back to Canada though. No airline will let you board a flight without a passport. Even in the EU. Even in the EU between countries that have a specific agreement that a passport isn't required to travel. If you go by plane you always need a passport.
