Mission always referres to abroad visa office aka new delhi.

1) Your file is in New Delhi
2) OVS APR means your are an overseas applicant (outland)
3) Means CPC-Mis. Sent your application to New Delhi to continue the process there.

SA passed
Medical passed on 20 august, 2021

PA background check not started yet and DM on PA is pending

man, the same situation I applied on October 27 and I have not received a response from the GCMS request I made... I see some people who reported that they received a response 35, 50 days after they requested it, I do not think they are handling these requests in a first come first served way...
