Hi Eagle
First of all hats off to you for the amazing work you have been doing.
I have a question, I received my gcms notes, under eligibility section it says, status: not started. there is no recommendations on review required or anything like that.
But on the last page on text section it reads Text: Incoming correspondence flipped from provided to received in bulk. To be reviewed when file is processed.
Just wanted to know if its a red flag.

I was wondering, what is the average estimated time between the final passed stages (Eligibility,Medical,Criminality and Security) specially after the Security stage as it always will be the last stage to be passed and Passport Request (PPR)?

Appreciate your answer.

If I were you, I would not worried at all because there is sign showing that something bad was discovered. Here is where I based my confidence upon, in case CIC discovered harmful information they would have blocked that page with S.19 in the right hand top corner. Cool down and stop panicking all looks normal to me.

I read the notes again and found s.16(1)(C) on two pages. One one fee paid and the second one one on history. Both pages are consecutive.
Could you say what does it mean.

This is a good question indeed, However no one knows when Eligibility, Criminal, Security and Medical say PASSED. Based on the amount of GCMS notes have dealt with, Routine Cases tend to go really fast than Non Routine ones. But I will try to throw my guess to satisfy your need.

ELIGIBILITY: 6 to 8 months are more than enough to complete this stage if there is no additional documents request. ( Where did I get these numbers from? Let's remember that when Sponsor gets SA, file will be transferred to Canadian Mission abroad for final processing). After file arrives at the visa office it will be put away for at least 3 months, then at the beginning of the 4th month Processing will commence. If there is no heavy backlog at the visa office, eligibility will likely ends in 3 months after it initial beginning. So we take 3 months when the file was put away + 3 months of completion of this stage we then have 6 months which is the total time for Eligibility to be competed. The file could still go on for 5 months to be completed, then we do 3 months + 5 months = 8 months .

CRIMINALITY: Usually this stage is completed before Eligibility wraps up, especially when your Police Clearance has no criminal conviction. Average timing could range and not limited between 4 and 6 months which means 3 months when the file was put away + 1 month of processing = 4 months or 3 months on put away + 3 months of processing = 6 months.

SECURITY: This is a consuming time stage especially when the principal applicant has a long wrap-sheet of international trips. Could range between and not limited to 7 to 12 months. Which are 3 months on put away + 4 months of Security processing or 3 months on put away + 9 months of background security checks = 12 months.

MEDICALS are the last things the officer checks to match up with the expiry date of the visa.

Hopefully I tackled your question the way you wanted.

s.16(1) Shows there is an investigation going on until they have what they are looking for. Once they conclude their investigation they will protect their findings with s. 19

For my husband's application: on first pages there S.15 (1), under sponsor info there's S.19(1), on admissibility page then there's S.15(1). Under Incoming 3, Incoming 4, Attachment, Activities pages, there's S.19(1), then on the rest of the pages S.15(1)

What does s.15(1) mean? or S.19(1)

where do you guys see all these codes ? my GCMS notes doesn't show any of these S.## codes ( 11 months in process ) .

In short:

s. 15(1): Means SECURITY information has been withheld from PA, then CIC has protected that info with s. 15
s. 19(1): Means PERSONAL information has been withheld from PA. This information might have come from an ongoing investigation CIC was undertaking. Such information could have come for different reasons such as:

1) Sponsor sponsored a previous spouse then 3 years after the spouse entered Canada Sponsor divorced PA or PA divorced SPR. Now Sponsor starts a new application for a new PA that he/she just married. If your Sponsor had a similar case every time you get your GCMS Notes s.19 will be there to protect personal information of the previous case.

2) CIC mistakenly wrote information of a different applicant in your file. Since they cannot delete that information, all they need to do is to block that information with s.19(1) so that you do read that.

3) Sponsor's Citizenship has enough ground to be revoked, s. 19(1) will protect that information from both PA or SPR.

I can go on and on... just to give you an idea what you asked.

Thank you very much for your fast response and detailed clarification, however I meant by my question that after <b>a security check has been cleared </b> how long does it take until the VO is sending a passport request (PPR) for stamping visa?

Have already done so and multiple pages - no reference to S.26.

Have seen S.15 and S.19 - hence my question! If anyone has a link to a Govt document that shows all these reference annotations, I can look it up myself :)
