There is a difference between India and Canada. Canada they need to produce for 40 million people. It is 1400 million and more in India. I believe the speed at which USA and UK setup their mRNA plants is something really commendable. Remember, mRNA was brand new technology with very little past experience. Its requirements were also more stringent.That's pretty standard. Takes a long time to set up vaccine production. would rather have it done right than rush it and screw up later.
India has had vaccine production capability for decades. It's far far easier to repurpose for a different vaccine than to set up production from scratch
Canada could have done that but then, it always feels as if the government here has a thing against manufacturing.
