Key points:
1. He said new pilot programs will also be introduced to encourage post-secondary education institutions to recruit international students from underrepresented countries.
2. Starting January 1, 2024, the cost-of-living financial requirement for study permit applicants will be raised from the current $10,000 to $20,635 in addition to their first year of tuition and travel costs to ensure that international students are better prepared for life in Canada.

#1 will be interesting to see. Probably a diversification strategy to source students, but one that's not needed if the quality of students was the focus. It appears to be an excuse for never really fixing the quality of students.
