I think I need to clarify something that Kubeir and I were not clear about during our discussion. IRCC cannot by itself terminate applications that are being processed. The 2012 termination of the Federal Skilled Worker Class blacklog for applications filed before 2008, and the 2014 termination of the backlog of applications in the federal Immigrant Investor Program and federal Entrepreneur Program, were both done through Acts of Parliament. The same would be required to terminate any applications in the future. As Kubeir and I agreed, it is unlikely that this will happen in the near term future, especially with a minority government like Canada currently has. However, I do believe that the possibility of history repeating itself is something to keep in mind the bigger the processing delays become.
