There's Quebec skilled worker program for french speakers but it takes a lot more time and you're stuck there till you get citizenship. Apart from Quebec city and Montreal, there isn't much to do there and I wouldn't touch that province with a 10 foot pole except maybe visiting as a tourist for some real poutine (based on all I've heard about that place). He said he has 460 isn't it if he is successful in learning French he can technically get 50 points which will push him to 510.I strongly believe irrespective of strong pessimism there will be atleast a few fsw draws next year at that time 510 can come handy.
