The processing time for us is 11 months after it reaches the VO not when the application was submitted. For example, my deadline will be not later than March 2016 to finalize my application since my file reached the Ottawa office in April 15 and will not be as I thought it was going to be on November 2015 based upon my application was submitted in December 2014.

Please confirm my understanding.

The call centre employee told me that the 11 months should be counted from the day which your file was received.
The date is the one on the first line of ECAS.(We received your application for permanent residence on ......).

CIC agent said that it's 11 months from the date that the file was received by CPC-Ottawa, not the date of application submission. So basically it's 11 months starting from the PER email.

In my case, I applied on Sep 5th, and received the PER email on Dec 22nd, and this is the same date that is stated on my ECAS as the date where my file was transferred to Ottawa.

I think my assumption is correct . They will be counting the date when VO Ottawa received your file (the AOR) and not from the date your application has been received by CIC
