I think my assumption is correct . They will be counting the date when VO Ottawa received your file (the AOR) and not from the date your application has been received by CICh_g_boss said:The call centre employee told me that the 11 months should be counted from the day which your file was received.
The date is the one on the first line of ECAS.(We received your application for permanent residence on ......).

In my case, I applied on Sep 5th, and received the PER email on Dec 22nd, and this is the same date that is stated on my ECAS as the date where my file was transferred to Ottawa.
