At the moment CIC applications received page displays applications received as under:-
Number of applications counted towards the 1,000 sub-cap=11544
Pending applications (Complete applications waiting for MI Acceptance Review)=4565

Should we understand that 11544 is actually = 4565 + 6979 = 11544

Means 4565 which are pending for review are already included in 11544?

This formula is sound:

Total Applications with CIC = 11544+4565 =16108+Unopened Applications in queue for c-check(number unknown, but at least 2000 per month)

It appears so. Since complete applications are counted towards cap, 11544 are counted in the cap. But not all complete applications have been reviewed for eligibility/acceptance. Therefore, 4565 applications out of 11544 are those that are complete but waiting for PER.

I disagree with Namaste, but agree with Diplomatru.

Total number is 11.544 (first column) + 4.565 (second column) = 16.109 applications total. 4.565 is not included in the 11.544.

First Column = PER = MIAR, Cap Total
Second Column = "Completeness Check" OR "Completeness Check + Charge" = Pending Applications

Look at the text: "While we can't confirm how many of the pending applications will be added to the cap total, keep in mind that any NOC that is nearing 1,000 total applications may be full by the time we receive your application at our office if you apply today."

That's why we saw those weird behaviors from CIO: from one week to another, +300 applications. Because they were mixing the table with a few applications that counted First Column + Second Column (those that were capped), and a few applications that counted only First Column (those that weren't capped).

So caps are counted only after PER and not completeness check?
