It's mixed.

For those NOCs that are capped, they used both columns (PER + Charged + Completeness).

For those NOCs that are not capped yet, they used only the first column (PER).

That's why they modified the "Applications we will accept page", so that their numbers made more sense.

That totally explains why we had such a weird behavior such as in 2171, from 553 -> 1000. They used mixed methodology.

I don't think that's correct. The first column is an estimate of the total applications received, probably based on how many they have started processing and how many they typically receive a day. The first column includes the second column, you can tell by looking at the three capped NOCs where they add up to 1000.

That text is a qualifier I think in case some of the pending applicants actually receive a NER - in that case they would actually have room for another one towards the cap, but they can't guarantee it will happen. But in those fields if every one of the pending receives a PER those NOCS will be full.

I disagree with Namaste, but agree with Diplomatru.

First Column = PER = MIAR, Cap Total
Second Column = "Completeness Check" OR "Completeness Check + Charge" = Pending Applications

Look at the text: "While we can't confirm how many of the pending applications will be added to the cap total, keep in mind that any NOC that is nearing 1,000 total applications may be full by the time we receive your application at our office if you apply today."

That's why we saw those weird behaviors from CIO: from one week to another, +300 applications. Because they were mixing the table with a few applications that counted First Column + Second Column (those that were capped), and a few applications that counted only First Column (those that weren't capped).

Of course both columns have to add 1.000 - as this is the CAP.

If they didn't, that would mean they would only have accepted 746 applications for 3012, not 1.000 as they promised to. Why would they do that?

There's a 31st Oct applicant who claims that their application was rejected because IMM5406 was missing. Application came back today. I'm currently in Canada, so should I feel a bit relieved that I have not seen mine returned?

The current 207 file pending are for October 1st – 3rd week applicants only
As most of the last week September applicants already received PER they may be included in 700 caps
& reaming 300 can easily take October – November month's files 8)

Finally after a long wait, i have received PER. Thanku god and my awesome forum family

Cc charged - 23rd nov
Per received - 20th december
Noc - 0113
Sent addendum reference letters - 24 th october
Receivedreply from cic on 15 th december to my mail of 24th oct- docs will be attached to my initial application

The key points of my app -
1. Followed document checklist thoroughly.
2. Sent photocopies of reference letters,marksheets,degrees,didnt notarize anything
3. sent affidavit for birth certificate since my 10th marksheet didnt hv my parents name. Made self affidavit as well as from parents
4. My reference letters had a typo of wrong year mentioned in it, to correct this, i sent addendum documents
5. My credit card was told by bank that it wl b replaced with new chip card, but i convinced them to delay this till i get charged by cic, after lots of convincing they finally agreed.
6. I didnt send any letter of employment for a job which was different from my noc since i didnt want points for it.

You all have played a very important role in this and helped me all the way...
