I am also confused. I think that total of both is not counted towards the CAP, but only those who have received PER are counted towards the CAP. The one which mentions that counted towards the CAP are those applicants who have received PER. Whereas the "Pending Applications" are still pending to be reviewed and therefore they are not counted towards the CAP. From these pending if all are issued PER then they will be added to the CAP. Means we can say as under:-
Total Applications with CIC = 11544+4565 =16108[size=18pt]+Not Opened Application Parcels(x)[/size]

We can not know that what is the value of Not Opened Application Parcels(x) ????

Other members please comment whether this is the correct understanding of CIC latest update on 16th December.

I am currently living in Toronto, could I do the landing in Niagara? Or it has to be in an airport?

Dear Diplomatru,

Could you please provide some reference about the policy or can you please elaborate little bit more. I sent my app under NOC 2131, it was received at CIO on September 30, 2014 and my DC got charged on December 14, 2014 and still no PER. So I was thinking if I send another application under same NOC 2131 by incorporating some missing things then it would be bit safer because (God Forbid) if I receive NER for first app then I will not have any time to apply under current FSW Program. You expert opinion will be highly appreciated. Thanks in Advance

You will be charged for both apps at CIO stage if they pass MIAR, at VO stage you will have to withdraw one app before MR (SELDEC) or they will do it on their own.

Hi idefix, Diplomatru or any other member that could be awake now.
Earlier today I got my 3rd line updated: Medicals have been received.
It was my believe that this line meant that they received the medicals, check it and everything was ok. But yesterday I wrote to Mexico City VO an enquiry about the status of my application and today I got the answer. In one line of the email they wrote: ...the results will be valid until December 16, 2015.
I am confused because I thought medicals were valid from the date they were taken, in my case October 25th.
Any ideas what's the meaning of December 16? Medicals are ok, medicals received....?

Probably they received the results on Dec. 16 and updated GCMS (MEDDEC 1), starting the 1 year countdown. ECAS though got updated only today, hence line 3 appeared.

Yes, you can. But you need a US visa for that.

These are opened applications. An app is not counted in the cap before completeness check.
