I am also confused. I think that total of both is not counted towards the CAP, but only those who have received PER are counted towards the CAP. The one which mentions that counted towards the CAP are those applicants who have received PER. Whereas the "Pending Applications" are still pending to be reviewed and therefore they are not counted towards the CAP. From these pending if all are issued PER then they will be added to the CAP. Means we can say as under:-
Total Applications with CIC = 11544+4565 =16108[size=18pt]+Not Opened Application Parcels(x)[/size]
We can not know that what is the value of
Not Opened Application Parcels(x) ????
Maybe CIC will make this secret also available on their applications received update page, so that as soon as courier person will deliver the "Application Parcel" to the door step of CIO, the person sitting at CIO will pick up his scanner device(like courier persons have) and will scan the bar code of the AWB and immediately the total number of applications entered in the CIO building will display at the webpage.
Other members please also debate whether this is the correct understanding of CIC latest update on 16th December.
