I think it is safe to submit multiple applications under the same NOC. I had this same doubt and did some research till I found an answer in the operation manual :

"because the Immigration and Refugee Protection Act (IRPA) does not prohibit multiple applications. Prior to finalizing either application, the visa office will advise the applicant that the second application has to be withdrawn for the visa to be issued; visas must not be issued for one file while the second remains open and in process"

I think the best way of getting points for this is to show proof of Residence in Canada from that person and Proof of Relation with your wife. But wait for other member to shed some light on this.
Anyway, forget what people that have no idea about this process says, most of them are trying to help but they can lead you to make mistakes.

Ohh... sorry.... Krasburn... it was a complete letter which included his ids, bills as the prove of residency and both bro in law and my wife's birth certificates to establish their relation, it was a complete letter which was also attested by a designated person in canada... :)

As most of the last week September applicants already received PER they may be included in 700 caps
& reaming 300 can easily take October – November month's files 8)
