I agree. Score in each component should not be lower than 6.0. As per the scores you've shared, I'm sorry but they are not qualified to apply at the moment.
Re-take if they still can make in on the available tests schedules, otherwise they will fall under the "Express Entry" which is the new program r.

Not sure about which post your referring to, but original BC is not required, only a photocopy of it is required. However, if the BC is in English or French then they would need a ORIGINAL certified translation along with photo copy of Birth Certificate.

If you write a mail they will respond only after 45 days; by the time you would have received your PER.

I have not been to any country nor my wife. Just two jobs in last ten years. I submitted appoinment letters, ref letters, reliving letter but not salary slips. I'm a 22nd May applicant and got PER on 10th September.
