Where do one checks the status?
Correct me if I am wrong here,
The procedure is:
1. We send the file to CIC.
2. CIC Opens the file 3 months from the day they received it (generally).
3. If all the documents are okay,they send you a PER (via email)They send if to fee charging department.
3a. Once charging is succesfull, they send your application for eligibility.
3b. Once Eligibility is passed you receive PER.
4. The email containssome link, or some code / numberUCI# & application # using which we can check our statussomewhereon ECAS (the website of CIC)

I am now in delimma whether to submit it or is it too late now? Or even if I submit it, will it be considered with Diploma report as WES has withdrawn the online report and replaced with "File under review'. I do not understand why WES would not provide the service that they have been paid for?
Any advise from senior members?

WES is not the only edu. eval. org that you get your docs evaluated.
As of April 17, 2013, four organizations have been designated by the Minister to provide ECA reports for purposes of immigrating to Canada under the FSWP. Additional organizations may be designated by CIC in the future. The designated organizations are:
•Comparative Education Service;
•International Credential Assessment Service of Canada;
•World Education Services; and,
•Medical Council of Canada.
NOC 2172 is fortunately for you not a hot category, which means you dont have to worry about the cap being filled. Take your time in sorting out your evaluation from other orgs. meanwhile see if WES replies.
Also check if you are surely getting 67 points. You can share your profile here for many of us here to help you evaluate the score.
But I suggest better get the eval done elsewhere (cic authorized orgs) and submit a confident application. :-X
