Does this mean that if the category I fit into does not appear on the list, I need to have a job offer first?
I have several years experience as a Manager of an International NGO so I believe I could fit into 0014 or 0423

Not true. It is better (actually, it is imperative) to answer the question completely and honestly. The section asks for all employment in the past 10 years. If an applicant has worked in multiple NOCs in the past 10 years, they must be listed accordingly. If the applicant meets the minimum of one year in their primary NOC it doesn't matter how many other NOCs are listed under experience.

@NJ-1, yes, hence i have provided more documents for proof of my parent's name. Till my PER, this was my point of concern. Will it be a problem in later stages? (or) VO would ask for more supporting docs?

Yes it can be any NOC. Whatever suites your past experience put that NOC.

Your consultant was wrong. Consultants are notorious for being misinformed, lazy and unhelpful.

ALL experience at skill type 0 or skill level A or B is counted for points. The minimum requirement is one year full-time in your primary NOC.

Regardless, all items must be filled out completely and honestly.
