No, the updated one is 10-2014.
PM me your e-mail I will send you the PDF.
I think their web site have problems. On one computer I can see it 10-2014, on the other 08-2014 ???

I am also able to see the Form of Oct 2014, but its the same as before. When yo open it, you can see 08-2014 date at bottom of each page which means its August copy only. So dont be worried I think.

Application Status: In Process
1. We received your application for permanent residence on August 6, 2014.

What Does that mean? Does this update precede PER? Can it still be a NER?

need info about Canada medical health system
do we need to take insurance cover for initial few months?

or it is provided by govt and we have to pay the federal tax.

Paying taxes is not a question. If you don't, the CRA will kick ass.
Regarding the medical insurance, a PR is eligible for HIP after 6 months of consecutive residence in THE province that will provide it. For first six months you are on your own.
