PR card is just a card. What defines the permanent resident status of a person is a landing stamp. Once you land, you are PR and you are free to move and work anywhere in Canada.

Not true. The PR card allows PRs to enter and leave Canada with the card only. Prior to obtaining the card you need your passport to enter and leave Canada, and if you are from a country that requires you to have a visa to enter Canada, you need a valid visa to enter Canada. The FSW visa is a single entry visa. Just because you have a landing stamp on it doesn't mean they'll let you enter again on the same visa if you leave Canada. They won't! You'd need your PR card to re-enter.

So yes landing makes you a PR, but the card is not just a card. It's absolutely essential for living life as a PR including entering and leaving the country.

Also OHIP or any other province health insurance programmes make a requirement that you stay in Ontario for 153 days out of your first 183 days in the province to get your OHIP or any other province health insurance programmes benefit. If you move away before this (6 months), you do not qualify to get OHIP any more and in Quebec, you will have a new 3/6 month waiting period to get health care. No one would want that. Why get into complications ? There is a separate programme fr quebec and FSW does not include Quebec, thats well known.

Though technically one can work in Quebec, it will lead to lots of problems for the immigrant.
Totally agreed with CanOl... else there was no need to run separate programmes

All,

I sent the application on 10/28 and it reached today 11/03.

I have an MS degree so I sent original WES report and copies of degree certificate and Transcript from my Undergrad and Grad. I didn't send my 10th and 12th marksheets or any such documents. Is it okay or is my application incomplete?

they are running separate programs to maintain their language only, they encourage french educated people willing to immigrate to canada to apply to quebec, but but but an FSW has the right to work anywhere including Quebec , i dunno why its that hard to understand it !!!!

Oh really? So you can't apply for, say, DL until you get a PR card? Or permanent SIN?
According to your logic without this essential card you are pretty much nobody, which is not true. Any third party in Canada will acknowledge your landing stamp on immigration visa as PROOF OF PERMANENT RESIDENCE. Unless you want to move out of Canada, which is not something I was commenting in my previous post, you are absolutely good with your passport and you CAN MOVE AND WORK INSIDE CANADA WHEREVER YOU WANT. Do you still need to apply for PR card? Sure, it's more convenient and safe to carry.
