Thats correct. Leads to misrepresentation though technically, it would be allowed.

The application won't be cancelled. Once you have your visa, there is no more application. Your application is closed. You can't add people to your application after it is closed and your visa is issued. Therefore if you have a baby after the visa is issued but before you land, your baby will not have a visa and can't get one. You will not be able to land (with the baby anyway) and your visa is subject to cancellation. It is absolutely true. So either have a baby before you get your visa and delay the visa so you can add the baby to your application, or make sure you land and have your PR cards in hand before giving birth.

what kind of problems ? man i know many people who applied for Quebec and moved and worked in toronto, and vise versa , i dunno from where you are getting your illustration ...

I stand corrected. After PR card issued, it is fine to move to Quebec for work purpose.. But prior to that I maintain my stand.
