this is translated in the designated ministries(ministry of health and population) so do i still need to send the arabic version?

This two are mandatory for non-english documents:

Must include a notarized (certified) copy of the original non-English document
Must include a notarized translation made by an official translator

And ministries(ministry of health and population) is not competent authority to issue original BC - they can attested - i think so.

What is unique here? May be I missed, or are you referring to translation done by issuing authority?

Yes, translation issued by the original issuing authority. This would make the translation (theoritically) as good as the original. However, I feel like the original should still be sent.

Yes, but i am not sure about it but yes i am sure that copy of both documents (Non-English + English ) is required compulsory.

Do we need to send old passport copies even though it is expired in 2011?

I have an expired Australia Visa on it. However, latest passport has reference to old passport.

Yes, I guess old passport copies need to be sent. That should not be a reason for rejection though.
